In the response phase the most important step is to assess disaster after occurrence. By disaster ASSESSMENT, we can obtain all the needed information for controlling, decision-making and also disaster planning. Lack of disaster ASSESSMENT causes you to make unsuitable decisions based on limited or inadequate data which leads to imperfect disaster response. According to IFRC, disaster response operation will have an unsuitable function without disaster ASSESSMENT. This paper presents the principles and concepts of disaster ASSESSMENT.

Background: COMMUNITY ASSESSMENT is one of the core competencies for public health professionals; mainly because it gives them a better understanding of the strengths and drawbacks of their jurisdictions. We planned to recognize an appropriate model that provides a conceptual framework for the Iranian COMMUNITY.Methods: This study was conducted in Tehran, during 2009-2010 and consisted of two parts: a review of the literature and qualitative interview with selected experts as well as focus group discussion with health field staff. These steps were done to develop a conceptual framework: planning for a steering committee, forming a working committee, re-viewing COMMUNITY ASSESSMENT models and projects, preparing the proposed model draft, in-depth interview and focused group discussions with national experts, finalizing the draft, and preparing the final model.Results: Three different models published and applied routinely in different contexts. The 2008 North Carolina COMMUNITY ASSESSMENT model was used as a reference. Ten national and 18 international projects were compared to the reference and one and six projects were completely compatible with this model, respectively.Conclusion: Our final proposed model takes communities through eight steps to complete a collaborative COMMUNITY ASSESSMENT: form a COMMUNITY ASSESSMENT team, solicit COMMUNITY participation and gain inter sectoral collaboration, establish a working committee, empower the COMMUNITY, collect and analyze COMMUNITY’s primary and secondary statistics, solicit COMMUNITY input to select health priorities, evaluate the COMMUNITY ASSESSMENT and develop the COMMUNITY ASSESSMENT document, an develop the COMMUNITY action plans.

This paper summarizes the result of a capacity ASSESSMENT study undertaken in the Kakattehchi Neighborhood, Tabriz. Initially, the development capacity for four main categories is estimated: location, function, services and stability. Then the current land use is compared with the carrying capacity of each category and subcategory. It is then demonstrated that by rehabilitating the existing infrastructure the neighborhood has the potential for a 40% increase in its population.

Background and Aim: COMMUNITY ASSESSMENT is a process by which a clear picture of the COMMUNITY assets, strengths, resources, and needs is obtained with active participation of the COMMUNITY itself, followed by prioritization of the COMMUNITY needs and formulating strategies and programs to solve the problems. This study was conducted to identify and prioritize problems and needs of the Azerbaijan Borough in Tehran city, Iran, with active participation of the people.Materials and Methods: This study was conducted to determine the attitudes and beliefs of the COMMUNITY members about their COMMUNITY needs and problems. The study was based on a model designed in North Carolina, US. In this model, the ASSESSMENT process is performed in eight steps. In the first seven steps problems are identified and prioritized, and in step 8 a plan of action is developed to deal with the problem selected.Results: A total of 40 problems were identified and divided into several groups. The most important problems were as follows: social problems, environmental health problems, educational and cultural problems, civil rights and urban services, distribution and use of drugs, lack of family counseling centers, shortage of parks and playgrounds for neighborhood children, lack of supervision by municipal contractors on urban cleaning, and lack of mental health services specially for the elderly.Conclusion: Several types of problems, including health, as well as non-health - social, cultural and economic - problems were identified. COMMUNITY ASSESSMENT provides an appropriate opportunity for active participation of COMMUNITY members and makes available sufficient information for sound decision-making. Thus, COMMUNITY ASSESSMENT can be regarded as a suitable technique for identifying and prioritizing COMMUNITY needs.

Health; as a basic right of the people and essential demand; should be considered as a joint responsibility of the government and people of a COMMUNITY. As much as the people of a COMMUNITY aware and involved in the individual health promotion and problem solving of their COMMUNITY in all dimensions, the probability of reaching to favorable health measurements is also increased. COMMUNITY ASSESSMENT is considered as a foundation for health improving and promoting the COMMUNITY members. The main objectives of COMMUNITY ASSESSMENT are; to identify factors that affect the health of a population and determine the availability of resources within the COMMUNITY to adequately address these factors. In this Vera, COMMUNITY leaders, public health agencies, businesses, hospitals, private practitioners, and academic centers have each one a defined role.
